rework liveUpdate() and notificationsUpdate() (aka ping) to first do the liveUpdate and when this is done only do the ping once. rename initLiveUpdate() to initUpdate() and more main.js cleanup.

split liveUpdateInit() out of NavUpdate() so we do not need to wait for initial ping to complete before we can init liveUpdate(). clean up main.js and bump version.

second half of issue #893 - move channel default permissions to its own module so we can apply different page/widget layouts than for connedit; the relevant functionality is abandoned on mod_connedit but still intact. Trying a slightly different look/behaviour for inherited settings and the associated checkboxes. This may need a bit more tweaking but overall looks a lot cleaner.

tagging changes - provides ability to mention a forum by using !forumname as well as the traditional red style (@forumname+). This should probably not be advertised on a wide scale until after a critical mass of sites have updated to a version containing these changes. This adds yet another option type to the ACL module which probably needs refactoring soon since it is turning into option type spaghetti.
